The Complete Crane Lift Planning Checklist for Southern California Job Sites

Most crane delays have nothing to do with the crane. Here is the full planning sequence we walk every customer through — from load weight verification to permits, ground bearing pressure, and the day-of sequence that keeps a lift on schedule.

Almost every crane day that goes badly was decided days before the crane ever rolled out of the yard. The boom works fine. The operator is certified. What fails is the plan: a load that weighed more than the spec sheet said, an alley three feet narrower than the drawing, a power line nobody mentioned, or a permit that needed five business days and got two. Planning is where a lift is won or lost, and it is the one part of the job the customer controls most.

This is the same sequence our dispatch and estimating team walks through with customers before we commit a crane to a date. Work through it in order and you will either arrive at a clean, cheap, one-day lift, or you will discover the problem early enough that it is still cheap to solve.

1. Establish the real load weight — not the estimate

Everything downstream depends on this number, and it is the number people get wrong most often. A rooftop HVAC unit's catalog weight rarely includes the curb adapter, the isolation rails, or the factory-installed economizer. A spa's dry weight ignores the cabinet, the cover, the pallet, and the pump assembly bolted to the skid. Structural steel gets field-modified. Machinery arrives crated.

  • Use the manufacturer's shipping weight, not the operating or dry weight.
  • Add every accessory that will be attached when the load leaves the ground.
  • Add the rigging: slings, spreader bar, shackles, and below-the-hook devices all count against capacity.
  • Apply a safety margin when the weight is estimated rather than documented — 10 to 25 percent is normal, and more for unknown legacy equipment.

If nobody can produce a documented weight, say so up front. An honest 'we think it's about 4,000 pounds but we can't verify it' lets us size the crane with margin. A confident wrong number gets a crane on site that cannot make the pick.

2. Fix the radius before you pick the crane

Crane capacity is not a single number. It is a curve that collapses as the load moves away from the center of rotation. A machine rated for 40 tons at short radius may be rated for two or three tons at 100 feet. The distance from the crane's center pin to the center of the load — the radius — is the single most important dimension on the site.

That means the setup location matters as much as the crane model. Every extra foot the crane has to sit back because of a fence, a parked car, a soft shoulder, or a property line pushes the pick further out on the load chart. Before you call, measure: where can the crane physically set up, and how far is that from where the load has to land? A tape measure and two photos answer the question faster than an hour on the phone.

3. Verify access and outrigger footprint

A crane needs three separate clearances, and they are all different: the path in, the setup footprint with outriggers fully or partially extended, and the swing path of the counterweight as the machine rotates.

  • Path in: gate widths, turning radius, overhead branches, low-clearance parking structures, weight-restricted bridges, and residential street parking.
  • Setup footprint: full outrigger spread can be significantly wider than the truck. Partial spread is sometimes possible but derates capacity, and the reduced chart must be used.
  • Tail swing: the counterweight rotates behind the operator and needs clear space, including vertically, for eaves and second-story overhangs.

For residential and backyard work in Southern California — spa sets, pool equipment, tree removals, ADU components — access is usually the binding constraint, not weight. Narrow side yards, hillside lots in the San Gabriel foothills, and dense Orange County tract housing all push the crane further back, which pushes the pick further out on the chart, which means a bigger machine for a small load.

4. Confirm what the ground can hold

Outriggers concentrate the entire weight of the machine plus the load onto four relatively small pads. Ground bearing pressure under those pads can exceed several thousand pounds per square foot. That is why cribbing and outrigger pads exist, and why the ground under them is a real engineering question rather than a formality.

  • Identify underground utilities, septic tanks, cisterns, storm drains, and irrigation lines in the setup area.
  • Flag any recently trenched, backfilled, or landscaped ground — it has not consolidated and behaves nothing like native soil.
  • Watch for basements, parking structures, vaults, and post-tension slabs. Anything with a void beneath it needs verified capacity from a structural engineer.
  • Note curb and gutter setups, sidewalk vaults, and asphalt that has been softening in summer heat.

5. Clear the overhead — power lines are not negotiable

Cal/OSHA and federal OSHA set minimum clearance distances between any part of the crane, load, or rigging and energized power lines. For lines up to 50 kV, the baseline is generally 10 feet, and it increases with voltage. Distribution lines running along an alley or through a backyard are the most commonly overlooked hazard on residential lifts because they blend into the background of a site photo.

If the lift cannot maintain clearance, the options are to relocate the crane, reposition the load path, or arrange a de-energization or line cover-up with the utility. That last option takes lead time — often weeks — so it has to be identified during planning, not on the morning of the pick.

6. Handle permits, closures, and notifications early

Southern California is a patchwork of jurisdictions, and each one handles crane work differently. A pick that requires occupying a public street, a sidewalk, or a parking lane usually needs an encroachment or street-use permit from the city, plus a traffic control plan if lanes are affected.

  1. Determine the jurisdiction: city street, county road, private property, or a state right-of-way.
  2. Ask the permit counter about processing time, not just requirements — the calendar is what bites you.
  3. Prepare a site plan showing crane position, outrigger spread, load path, and any lane or sidewalk closure.
  4. Notify neighbors, tenants, or building management, and reserve parking on the street the day before if the city allows posting.
  5. Confirm HOA rules on residential projects; many restrict work hours and equipment staging.

7. Write the lift plan and assign roles

For routine picks, the lift plan can be a one-page document. For critical or complex lifts — multi-crane picks, blind lifts, picks over occupied structures, or loads near capacity — it should be detailed and reviewed in advance by everyone with a role.

  • Load description, verified weight, center of gravity, and rigging configuration.
  • Crane model, counterweight configuration, boom length, radius, and the exact load chart line being used, with the resulting capacity percentage.
  • Named roles: operator, qualified rigger, designated signal person, and lift director.
  • Communication method, hand signals or radio channel, and the stop-work authority every person on site holds.
  • Exclusion zone boundaries and how they will be enforced.

8. Run the day-of sequence

On the morning of the lift, the sequence is short and rigid: pre-shift crane inspection, site walk, tailgate safety briefing, outrigger deployment and pad placement, level check, function test, exclusion zone setup, trial lift a few inches off the ground to verify weight and rigging balance, then the pick. The trial lift is the last honest checkpoint. If the crane's load moment indicator reads higher than the plan predicted, the load goes back down and the plan gets revised.

The cheapest fix to any lift problem is the one you make on paper. The most expensive one is the fix you make with a load in the air.
